Colorado Senator Bob Gardner and Representative Dan Pabon introduced legislation SB 184 The Marjiuana Membership Clubs and Public Use Bill which would provide cities with the regulatory framework needed to allow responsible adults the option to consume marijuana in a membership club away from the general public.

One of the issues with legalization is that there is no legal place to consume the product. For example, if you are from out of state you are not allowed to smoke outside or within a hotel making it difficult to consume without legal issues. As more companies are starting to realize the popularity of cannabis they are looking to add consumption to their business model, which has been the case with various yoga and art classes around Denver. Since it is not legal to consume in a group setting like this these businesses are currently operating in a grey area. SB 184 would change that.

In November 2016 Colorado and Maine approved public consumption rights, however, no rules and specifics have been set on what that means. If SB 184 passes Colorado will be on the forefront of these laws and regulations.
